This aircraft is a gyrocopter, and this one specifically is a Magni M24 Orion.
Just like @steevc mentioned in his comment, the rotor is not powered and always on autorotation whereas the propeller at the back is providing the thrust for the forward motion.

This specific one is about USD 100k I believe
USD 100K would be more than ZAR 1 million in our country.
Really expensive.
