Make no mistake—the Great Society and War on Poverty programs of President Lyndon Baines Johnson (LBJ) have been an immense failure. The black community in the United States has easily suffered the brunt of deleterious effects. The breakdown of the family encouraged by these programs has been a major contributor to poverty and reduced quality of life. The black community has seen disproportionate increases in the rate of out-of-wedlock births and children being raised in a single parent household. In terms of work, labor participation remains low and black business ownership is in a state of collapse. What was meant to improve the lot of individuals in the black community has only served to cement them in place or in many cases drive them down further.

Breathtakingly ignorant post, there's so much more about this situation you describe that seems to be ignored. It's not "welfare" that is destroying communities, it's the lack of substantial work and the fact that poor communities are crumbling and bogged down with debt.
