One thing I have come to realise is most of the time when there is an economic crises, the government does not tend to lose as the people or should I say citizens. The citizens tend to suffer more of the effect on their side during economic crises

It depends on the nature of the crisis. In the context of this crisis, the average citizen is going to be badly effected. Even those who have prepared themselves are not going to have it easy. People who haven't prepared themselves are heading into a nightmare.
