Exactly. It's an economic decision. If it costs you more to vote, it's discouraged. I wouldn't normally do this for a particular witness I didn't like, but this is a parasite. What other effective method of limiting its growth would you propose?

Got it. My intent was to give notice. But it could also be taken as a threat. Schemes like the one we're talking about have been allowed to fester elsewhere and I don't think it results in a good set of DPoS block producers. So my intent is to disincentivize this near its start.
