Sorry you're having such trouble obtaining some simple signatures. I too know of the difficulties in dealing with bureaucracy like this. As if things aren't already complicated enough, COVID just makes things like this even more impossible. I hope you eventually get your bank statement, signatures and everything you need. You sure cut a lot of hair off, a very new and stylish look.
