Inactive and outdated Witnesses

When I was still below the Top100 rank, it was quite depressing for me to see that my low ranking preventing me from appearing in the official witnesses page was partly due to the fact that Steemians were still casting votes for witnesses who are inactive.

Goal

Now that I have gone up to the Top80, the horizon looks much nicer. However, new witnesses are still struggling to let the world know they do exist, hence this post to get people to review their witness votes regularly.

The blockchain used to have a rule that automatically skip inactive witnesses that are still registered after 24 hours of inactivity. That meant that you could just turn off your witness and the blockchain would just ignore you after 24 hours. However, this logic has been recently removed and inactive witnesses who have not un-registered are still schedule for block production but will miss the block. The higher their ranking is, the more frequently they are scheduled and the more blocks will be missed slowing down the network.

List of inactive witnesses in the Top200

So, just to raise awareness, here is the list of un-registered witnesses and their ranking. I've only listed un-registered witnesses that have a ranking higher than the last active witness. Also, to make it clearer, I'm considering four types of inactive witnesses:

The un-registered witnesses who have broadcasted a witness_update command to the blockchain.
The zombie witnesses who have just switched off their server without un-registering from the blockchain.
Active witnesses having not updated their server yet. They are still registered with the blockchain but are running a deprecated version of it and hence are missing blocks. They might be unable to do so at the current time and will come back to it soon.
The recently inactive witnesses. I've listed them in order to stress out that it is normal for a witness to be disabled from time to time for maintenance or upgrade. And in this time of HF21/22, many witnesses are still replaying or tweaking their setup.

Zombie Witnesses

The witnesses listed below are still registered with the blockchain and are still scheduled to sign block. Some of them might have stopped operating their witness server, some of them might still have it running but with an obsolete version of the blockchain. If you are/were operating these witnesses, please use cli_wallet or other tool to send a witness_update command to disable your key. If you vote for one or more of them, please review your vote.

It is totally acceptable for witnesses to disable their operation for maintenance work. The witnesses listed below are probably performing server update in order to update or apply the multiple fixes related to HF21 and HF22. I have always wondered why steemit shows so many inactive witnesses in the top 100.
Steemian.info does the same but shows enough information to to make a decision.

Do you know why the skip feature was disabled?

Sure, 24 hours might be a bit harsh. Especially since replaying or trouble shooting can take a long time. But after a month of inactivity we could probably consider a witness out of service.

Wow so many inactive witnesses! Why doesn't steemit or whoever just remove them from the list (which is pretty rubbish and doesn't really tell you anything).

And only the top hundred as well, there needs to be an extended list beyond that like you've done to the top 300. Where did you get info on the top 300?

Sad thing is... many who may have voted for these absent witnesses are no longer active on the platform; so those votes won't change or lower an inactive witness.

That is true.
However, most of those inactive accounts also have relatively low SP which means their vote won’t influence that much. What is sadder is the potential users who have more of SP and are still active but won’t take time to change their votes. Might be interesting to run some stats on this actually.
