FLIES AND CITRUS

I saw this animal,when I wanted to check my chili plants.I think flies are very rare to stay on the leaves of citrus plants,because the scent of the leaves is quite strong.

Usually I see lots of flies in dirty and smelly places and also the remains of stale food. Maybe they have immigrated,just my guess.
