New progression speed for HVOTE

After all the changes in the HVOTE token from vote selling, to manual curation to curation trail of @help.venezuela, it seems it becomes now visible how the account and the token can evolve in the future. Two weeks with very little progression due to the fact that voting power was not used all the time, we have now at least one week in which the situation with the curation trail has been stable. In this week the account managed to increase by 0.27%, which corresponds to 13.94% over a year. This is lower than was has been reached in the past and we believe it is still too early to consider this to be a tested ROI for HVOTE.
