Yes, we agree. This is for people with visas. People coming without visas and getting stamped in for 30 days only need 10000.

OK, makes sense...since they'd be able to stay 90 days. It's all a bit confusing though, because someone with 30 days can get an extention, and then all of a sudden it doesn't matter anymore how much money you have lol.
