I reckon this is only even useful if Tron and the exchanges execute the code on the chain already that declines governance through voting witnesses. Absent assurances - i.e. additional code - I can't see them doing this.

Please use your influence with competent devs to provide such code to Tron for it's deployment, and hopefully we can proceed therefrom.
