Videogaming Illustrated is one of many short-lived video games magazines from the early 1980s. Videogaming Illustrated actually went through a few name variations in its short life with it actually being called Videogaming and Computergaming Illustrated in this September 1983 issue. That sure is a mouth full. This issue includes:

So, 37 years on, is Space Dungeon the best videogame ever created?

I don't know about best ever but it did more or less invent the twin stick shooter genre (aka Robotron). I think the only port of the arcade was to the Atari 5200. Of course, that control scheme wasn't really practical on a home console until at least the PlayStation. By then we had moved on to bigger and better things...according to some anyway. But yeah, no hype in that headline at all :).
