Changes in the bot system for payout in SteemNova.

A lot of people complained that the system can't work in such a way that the users in the alliance receive the most. The current version of the bot works in such a way that the funds are paid out (half) to people who are not in any alliance.

We will try to improve this over time, so that there will be no quarrels afterwards, whether to stay in an alliance or not. I'm thinking about a system proposed by one of the users, which would calculate how many "points" there are in the group of users being in the alliance, and how many without and proportionally would be paid out. I think it is a good idea and I will try to implement it.
