The Milgram experiments told authority figures all they need to know about how the masses will do even unethical and evil deeds if directed by someone they perceive as an authority figure. It just takes a couple of rubblerousers(sp?) to start making people question though. Authoritarians make it awfully difficult to speak up through threats of violence and coercion.
