These platforms are tools.

Each have different audiences and use-cases - this is where different tactics can be used. So perhaps short pithy memes and witty one-liners versus more visual posts or in depth articles. These are tactics.

Yet no tool or tactic matters if you don't have your strategy nailed down.

Here we are thinking about: who your target audience is and what you are trying to achieve? Your reason for being. So often missed, yet so critical.
