It's cheaper to study abroad to get a degree if one of them has done that. I know a lot of foreigners from neighboring countries would visit the Philippines for advance studies because it's way more cheaper cost of living and tuition wise.
Am I supposed to assume people got their extra degrees from outside of US?

Nah, entertaining possibilities then ruling out the ones that don't fit is what I would do when a claim has been made.
I have looked into getting my masters degree in the past, but I could never justify the cost for the benefit I would get. My wife has her masters degree and we just finally paid that off a couple of years ago.

Yeah, It probably took ten years total.
I wouldn't recommend it, but I understand. It's a rat race: when every clerk has a degree, you need to do something extra to stand out. During 2008-2010, continuing your studies was better than being unemployed.

Here in Europe, a bachelor is considered not finishing your studies. The normal program is getting a master's degree at the same university, in 4 years for B+M.

Education is cheaper in Europe than, say, US.
It's kinda hard to believe someone would try multiple degrees solely in the US.
Student loans are a bubble. COVID lockdowns are bursting the bubble, which is one good outcome of the lockdown.
