I would suggest GitLab, because I'm not completely convinced about Microsoft's newly found enthusiam for open source projects. The company has a very spotty history and has too often displayed a behaviour that says if you cannot innovate over your competitors, buy them out and rule the market.

Microsoft probably just saw open source becoming big and wanted to make sure they get to earn from more people doing open source projects.
