Renovate the watchtower and turn it into an art center?? Hello @soulsdetour. Okay, I was speechless when I read this at the end of your article. Why would the municipality do this?
I enjoyed the tour of part of the city of Dimitrovgrad with you. The watchtower looks magnificent from all sides including the tunnel where the archival photos are exhibited.
Since the building is strategically located because of the railway, is the railway still functional?

Thank you! 😊 Well, I suppose, although I do not believe that the intention of the municipality was to renovate the building and to include it in some way actively in the social and cultural life of the city. Because yes, the railway is still there and functioning, but since steam locomotives have been replaced by electric ones, the function of the water tower has disappeared.
But I can't really say anything about the intentions of the municipality. I, too, was speechless when I found this information. So many other buildings in this city are left to self-destruct ...
Good to know the railway is still functional. Well, the municipality should renovate and make the site double as tourist attraction.

It's true that architecture can sometimes become deceiving especially with the way it presents itself to unknowing and fresh visitors. Indeed, clever aesthetics can drastically change the appearance of isolated structures and buildings to match their constructed surroundings - giving the impression that they belong to one time period in history.
I'm still scratching my head and wondering how in the world can their municipality convert an ancient water tower into an art center? Are they going to convert the existing space into a museum for artworks? Looking at its current space, it seems it's absolutely not possible. Or is there something else that we should know? What are your thoughts @soulsdetour?
As I mentioned in a comment above, I really do not know what the intentions of the municipality are. I am not from here and I have not lived in this city to know firsthand what happened, what the problems are and how the social and cultural life of the people here is going. What impressed me personally, and is more important for me, is that the building was bought to be renovated. But I do not see any renovation. Or it was really renovated three years ago, but so poor that it now looks that way. And I don't know that too.
What is characteristic of me personally is that I always question the "good intentions" of some settlement's government in Bulgaria, taking into account my experience with the entire history of the country so far.

As mere visitors of these types of places, we are naturally drawn to different speculations based on what we’ve witnessed aside from the available information that’s already at the site. As a result, this may also cause people to have different opinions and theories that could spark topics for interesting conversations. Nevertheless, I completely agree with your positive approach in handling such situations and I respect your good intentions for the municipality.
