I do not know how many users use Wave or trying to use wave. otherwise people always fell for 2ETH for sending 1 ETH.
So not claiming a free airdrop is maybe that they are not interested and hope for that technology.

It is true, most of the time the disinterest is more due to the fact that they do not know the technology and its vast universe and this keeps people away.
