Of course, because they vote over their circle of whales. There are no average distribution among hive users. Whales votes whales. There will be hyper inflation of hive among whales while minnows are suffering from deflation.
New projects and proposal to lower inflation is how to spread hive to larger users or holders. If hive proposal just to fight inflation , hive will be next whaleshares, dying projects and dying social cryptos.
Autovote is available. So whales should not use it, why the apps allow autovote. That is narrow minded of hive whales.

I guess they haven't yet figured out that the reward pool is smarter than the lot of them and balances out their lamest of ideas.
