Everything on Hive blockchain requires having the token. So, Skan was right when he said:

in my opinion, Having a governance token could mitigate occurrence of scenarios such as the Steem hostile takeover. Ngl I am not really sure how the governance token works, but I believe it can eliminate those problems.
