I believed that the Russian government was much more open to cryptocurrency issues, I saw a documentary in which senior economic ministries together with putin met Vitalik buterin to understand the paradigm of this new technology and possible fields of application, it is perhaps all advertising?! or try to keep public officials away from foreign manipulation?

Since there's a law already and some regulations, I don't think it's all advertising.
Secondly, it is still discriminatory practice to forbid public officials and their family to hold crypto. But then again, as I said in my post, it's Russia, so I'm not surprised.
