I've discovered dCity a few weeks ago too.
Regarding your question; dCity is a game that doesn't have to require a lot of time.
As I see it now you can perfectly ignore your city for a few days and it will still generate income.
But you can spend a lot of time if you like :)

Ya and that's what I find to really cool about it - basically it would suffice to check back every few days but I enjoy tinkering around so I get back to it constantly.
