Yup. Other networks have tried to. So far, nobody has cracked the code to actually making those useful. They don't expand the network effect. Only existing users end up using it, the very rare occasion when a new user claims a tip results in cashing out immediately. I think the argument for it is a "general awareness" thing. Maybe I'm just bad at judging that kind of thing, but it should be easy enough to make a report from the account that holds the funds in escrow. The fact that they haven't says a lot
