I'm very skeptical whenever someone thinks that certain country, organisation, movement or, in this case, blockchain, could be radically transformed and improved because of the action of a single individual, no matter how charismatic, rich and powerful that individual is.
Anyone expecting Grand Savior to compensate for the lack of someone's hard work on the ground is going to experience rude awakening.

I am not sure who is making the case that blockchain would be radically transformed by the arrival of Dorsey.
That said, if Twitter, which is one of the largest social media outfits there is, was to truly decentralize, it would be big news.
Of course, few believe this is even going to be presented in reality.
