RE: What's the use of criminals in Dcity?

I think @gerber is having an idea in mind for the 3rd edition cards, like having a prison that brings you money and you can only make it if you have a police station, 2 criminals, etc. It is a long run game where the strategy changes very often, maybe on a weekly basis, depending on the cards one has.
