This is done mostly for cost reduction and it is mostly true. Compared to Romania, were you get 2,5 L coke bottles, you have them here at 1,25 L or 1,5 L max, very seldom at 2L.

Usually I check the price/kg and very often have the surprise that the smaller package is cheaper as thee might be also a marketing trick behind bringing bigger lots to higher prices.

This is also true, have met a few situation in which a bigger size package was more expensive. I've been posting about this. These companies are lucky as many have limited math skills or don't care.
