No, if you use the tag you will not receive an upvote and the upvote you should have had will be counted to the next one.
So if the upvote would be for this one 0.001 next time I get this upvote + the next together.

So instead of for example 10 small upvotes, you can get one bigger one.

We are unable to control any user's actions, so we are powerless to make him stop. It looks like he may be willing to discuss, but his ultimatum is effectively a complete ceasing of the program, so I don't expect it to get very far. There has been a ton of support for SBI (which we really appreciate) and very little support for the downvoter. Please keep spreading positivity and even if he doesn't stop we can outgrow his downvotes until they become nothing but a nuisance.

Why this person does not attack others I do not know.
You can make something positive out of this too.
I am not saying not to give/receive/buying SBI I do this myself for 2, this week even three contests. I will not stop doing it either.

If you are small you can have benefited from using this tag as I explained above. Using the tag doesn't mean your upvote is gone it is saved till the moment you want it.

I only once used a bid bot and it was Tipu. I didn't know the ran that too and tried to figure out (since September 23, 2019) how it worked).

I missed "the great times" of bid bots because I simply do not have the knowledge. The only thing I know is many big ones here became rich using them and are fighting the use now. A part of them owned a bid bot.
It is hard to say when it is a bid bot and what is the wrong part of it. The fact it is like self voting and you pay to make your post trendy and earn it back with a profit?

If it comes to it there are no rules on how to behave.
The rules there are set by one person. I haven't seen a new steemit show up and respond to it.

Downvoting was never introduced to fight bid bots or break people because you do not like what they write, to attract attention, etc.

Within the CCC community, we discussed what we shall do. This community intends to help people grow on steel and uses SBI for the contests. We are all small and a rep of 0 within 48 hours is no fun. People are free to use this tag, save the amounts till the moment is right or refuse to receive them.

Bid-bots are a very particular type of vote-selling, where you bid for votes on specific content. It has a very short-term return cycle (less than 7 days) and continues to be the favored 'vote buying' vessel for Steem accounts that publish stolen content looking for a quick return.

Steem Basic Income is a very long-term oriented approach. You sponsor another account, which dedicates SP to their support (equal to or greater than the cost of enrollment). In the process, you receive curation in the form of an equal amount of dedicated support for your own account. The ROI cycle is long (better than traditional curation, but still several years before recuperating your STEEM investment).

There are pros and cons to this approach, but it's a simplified method to assign a fixed level of support to accounts of your choosing, while receiving a similar level of ongoing support yourself.

Because of the 50% curation (dedicated support for your own account), it is still seen as vote-buying by some people and there are one or two dedicated accounts that choose to downvote SBI's loyal customers.
