Process:

I made a skull, which probably took me like a day or so, and then got lazy building the rest of the scene. Played with textures, cross-nodes, gradients and displacement, added volume, an emission eye and a sky environment. Shabam!

Everything else was done in composition (noise, mask, chromatic aberration...).
