The memory of the righteous is blessed, But the name of the wicked will rot. The wise in heart will receive commands, But a prating fool will fall. He who walks with integrity walks securely, But he who perverts his ways will become known. He who winks with the eye causes trouble, But a prating fool will fall.

The first verse is about the Righteous man's good name that will be remembered after his death.
An evil person will only be remembered for his wicked deeds e.g. Hitler, his name will rot.

It's over and over emphasized in Proverbs that wise receive God's commandments, he is teachable, he learns from God. In contrast with the wise is the fool, who always talks, always bragging, he will fall, trapped by his own words.

Whenever it says in Proverbs "walk" it refers to a way of living. If you have integrity then your life will be secure and stable. The one that is evil and perverted, he will be found out and exposed.

Then the last verse, the one that winks with his eyes, is a person that is scheming, trying to deceive. Earlier in Proverbs we also read about this and also making signs with their hands they are not honest and here combined again with the bragging fool. They will not be prosperous, they will be found out and come to a fall.
