I can imagine that fans are frustrated but equally had the club gone out and spent large sums of money there is no guarantee of success (look at Villa) and with the financial hit that all teams will take from coronavirus you could say Norwich are fortunate they didn’t risk too much this season.
It seems like the board feels the club overachieved last year but they weren’t willing to chase success this season. Keeping hold of players like Cantwell and Aarons could be important in how long it takes to return to the PL
