Fascinating Insects: Strange Black Wasp

This strange black wasp was making a slow-motion. It was found hanging out around the bush, but I am poor to figure out the detailed info about this little creature. I came to notice, it is different from the common black fly or wasp that I used to see. This insect has big eyes ball with a muscled body and little white fur on the back and it is not even close to the black horse fly or common black wasp if we see its body form. I also looked up to find the real name of this insect, turned out, nothing satisfied me. I believe, it has its own name which I don't know yet what class this insect belongs to. Since I am really not good at finding the name of this insect, I do expect someone can kindly let me know what this insect should be properly called.
