Allotment24 - Germinated Aubergine and Pepper Seeds In Soil

Wahoo the first of the seeds have germinated for 2020!
I got told to start a lot of Aubergine seeds and 5 have sprouted so far so Ive planted these into soil.
On the first few days of January I also started some pepper seeds @papa-pepper can tell me what I do wrong every year!
Some of the Orange Bell Peppers sprouted top row of the image below but the Rotoco Peppers middle row have done nothing again and the last row which I think are Dedo Dr Mocha Sweet Aji Pepper.
Move put them in soil anyway as I was concerned the wet kitchen roll tissue was going moudly.
No idea what I do wrong but 4th year attempt at growing peppers from seed. Wish me luck 😂
