With tens of thousands of more restrictions than even New York when it comes to building housing, it's no wonder California is so expensive. You can't restrict supply without forcing prices to rise. Why are there so many homeless in California? Look no further than the CCR.

Sure, you could implement price controls but that won't solve the fact that there is an actual shortage of housing. Plus, it would decrease tax revenue that government loves so much among a myriad of other problems it would case. If more housing is needed, the only solution is to allow the building of more (and affordable) housing.
