ASICs are definitely the most effective option as of now. Mining on CPU/GPU is a pure waste of resources. This makes real decentralization impossible as most people do not like wasting resources. Even if they decide they have some spare CPU time, they still can't compete with the bigger miners who own datacenters and huge mining rigs.
