I agree with the comment of @skramatters regarding the importance of fear in the decision making of minnows and redfish. Nobody wants to risk to upset a whale due to the fear of a flag or downvote.

This is purely a gesture, not much if any effect and the reason why people do not do this is because those votes could be used to reward others, which has a impact two ways: it gives stake and liquid to others AND it increases your stake and liquid as well, of course, if your votes are above the dust limit. That is why you should reconsider your choice and why we need large stakeholders to dole out flags instead, and why we will need a way to delegate our free downvotes, which will be a wasted resource otherwise.
For sure, I was not really going to downvote him after the HF, I was just kidding! That would be insane! I was just trying to push his buttons a little! I agree, let the whales battle it out, I got to get back to more curating and making some STEEM!
