I dont think that this is a good idea. At least not the way it is presented here. The first problem is what you mentioned in your post. Jurors might make their decisions dependent on whether they will earn money or not.
The other thing is, if they get chosen by the amount of ANJ they are staking, this will lead to rich people making "the rules". It would be better to just choose jurors randomly, I think.
