Change of strategy or just escaping?

One of the reasons why the Crypto Market has not taken off lately we could give it to the strategy that BINANCE has been doing in recent months.
Yesterday, the BINANCE cold-wallet, which, by the way, is number 1 within the TOP100 Richest BTC addresses yet, executed an outflow of almost 13,000 BTC (470 Million $) in two transactions with ridiculous fees.
I'm not 100% sure this was a sale, but it probably was.

This Whale has so much power that he can modulate the market as he pleases.

Until mid-June 2021, BINANCE cold-wallet had an accumulating strategy, basically its stake increased although there were occasional sales... since then, this direction has worked in one direction, OUT.
Actually, within the year 2020, two clear behavior strategies of the BINANCE Cold-Wallet are seen:

• On one hand, from the beginning of 2021 to mid-June, BINANCE accumulates its maximum BTC stake, it passes from 90,000 BTC to 300,000 BTC, impressive. In this period, BINANCE buys and sells systematically, but always with the same result, increasing its STAKE, like a good trader, I would say...
• Then, the period that I call ONLY-OUT has come, in which he has sold about 50,000 BTC and has not bought any...

It seems that his eagerness to accumulate has disappeared and what BINANCE does now is simply sell, independently without covering previous positions, which some were bought more expensive.

For the moment, this change on the behaviour is surprising but also, somehow expected, I would say...

I wonder if these withdrawals from this address only reflect the current situation of BINANCE, being persecuted by the authorities of many countries and desperately trying to clean up its image while, on the other hand, they are downloading their most full public wallet.
