HF28 changes the game up with new voting rules.

Your 100% vote will now cast its max value no matter mana percent. Ex. if your 100% vote is $1 it will stay $1 until you hit 0 MANA. 2% depletion for each 100% vote given out.

HF28 on Hive changes voting mana depletion: Full-power votes (e.g., 100%) now deliver their full curation reward value regardless of your current mana %—until mana hits 0. Depletion is 2% per 100% vote, regardless of power. This ends the need to wait for full mana for max impact, but limits total daily votes (mana regenerates over 5 days).

Simple Model (Assume $1,000 VP stake; full 100% vote on post worth $0.50 curation):

Pre-HF28 (Traditional): At 100% mana, your vote pays $0.50, depletes ~3-5% mana (RC-adjusted). At 50% mana, pays ~$0.25, depletes half. Wait 5 days for full regen.
Post-HF28: At 100% mana, vote pays $0.50, depletes flat 2% mana. At 50% mana, still pays full $0.50, depletes 2%. Mana = 0? No more voting until regen. Max daily votes: ~50 (100% / 2%).

Scenarios:

High Mana (90%+): Vote 10 posts at 100%—each pays full value (e.g., $0.50/post), depletes 20% total mana. Pre-HF: Variable payout based on mana.
Mid Mana (40%): Vote 5 posts—each still $0.50, depletes 10%. Pre-HF: Payouts ~40% reduced (~$0.20/post).
Low Mana (5%): 1 vote pays full $0.50, depletes 2% (mana to 3%). Pre-HF: ~$0.025 payout.
Zero Mana: Can't vote. Regen starts immediately (full in 5 days). Pre-HF: Same, but partial mana always meant partial power.
