Did UK's Johnson Block a Peace Accord Between Ukraine and Russia in April?

In April, according to a former member of the U.S. National Security Council, the basic elements of a peace agreement between Ukraine and Russia were ready. Days later, UK PM Boris Johnson paid an unexpected visit to Kyiv and is said to have pressed Zelinskyy to halt talks with Russia.

In an article co-authored by former U.S. National Security Council official Fiona Hill, several former senior U.S. officials claimed that Russia had tentatively agreed to withdraw its forces in exchange for Ukraine's pledge not to join NATO.

According to an article in Ukrainska Pravda, UK Prime Minister Johnson arrived in Kyiv shortly after the framework for the peace agreement was established to put a stop to any potential conversations between Putin and Zelenskyy. According to the article, Johnson reportedly urged Ukrainian President Zelenskyy to forgo negotiations by referring to Russian President Putin as a "war criminal" and insinuating that Russia was not as strong as many people believed.

Additionally, Johnson reportedly informed Zelenskyy that while the UK was willing to sign accords with Russia, Ukraine was not, and that the West thought it could "push him," alluding to Putin.Three days after Johnson's departure, Putin made a public statement claiming that negotiations with Ukraine "had reached a dead end."When Johnson told French President Emmanuel Macron that he "urged" Ukraine not to negotiate during his visit to Kyiv in May, he seemed to be confirming the information from Ukrainska Pravda. In August, the British prime minister, who will leave office in September, paid his final visit to Kyiv as prime minister and once more urged the Ukrainians not to engage in negotiations with Russia.

Ukrainska Pravda claims that the finding of massacred civilians in Bucha and other regions close to Kiev, from which Russia withdrew around the time of negotiations, was the other element that derailed peace talks.Johnson reportedly told Zelensky that while Ukraine is willing to sign some commitments with Putin, Kyiv's Western backers are not. According to the article, after Johnson's visit, the likelihood of Putin and Zelensky meeting to discuss a potential peace agreement decreased.
