Trying to grow the seeds given by the Department of Agriculture for the first time.

About a few weeks ago I received some seeds donated by the Department of Agriculture. The seeds were handed to my son Carlo at that time because I went to the market so when I got home I wondered who gave it to me and I asked mama who handed it and when she said it was our neighbour I immediately message her where it was from and told me that is was from the Department of Agriculture. Then I remembered I once went to the office in March to ask for some seedlings but then that time they don't have any available and the staff who lives in the same barangay I live told me to wait and she'll inform me whenever they have available.
So, now the staff has given me the seeds and since I submitted my entry for the provincial program of Sugbosog (its a program that aimed to encourage non-farmer to grow vegetables in their backyard) she also instructed that when I receive them as soon as possible they must be planted immediately because after 20 days they will evaluate each participant so in the following morning I bought a new seedling tray for my new seeds and sowed them.
I made an indicator so it's very easy to identify each seedling. For my soil medium, I use a part of humus soil, animal manure and sawdust.
I used 2 raws for each kind of seeds and the rest I use for planting snow cabbage also I tried to grow sunflower seeds in the tray because for a while I have been trying to grow sunflowers to the ground since I'm done sundried them from harvest but then nothing shows up I think chicken pick it for food.
After a week this is the update, you can see here that okra grows 100%, eggplant and chillies got 98%. The string beans only got two seeds sprouted but the other one is not normal (I think I place it upside down that's why the growth is abnormal) and sadly nothing grows in the cucumber.
Because it happened I thought of looking at the seeds that did not grow to see if they were still there. The seeds were still there but when I picked them up and squeezed them they were so wilted, that it seemed as if I watered them more often, so it turned out that the rest of them didn't grow.
Now I replaced the wilted seeds and I put them somewhere in a shady area where they can receive sunlight.
Do you think I really made a mistake in the watering schedule or in the place where I put them or in the seeds they gave me because I once heard that the seeds given by the government are not good because they usually don't grow properly?
Hopefully, my seedling will still hit the target of evaluation soon🙏🥺.

cool program and nice colored seeds. maybe the seeds are really dried up, maybe not, there are always nits.
Thanks, yes they're colourful because they are being treated with pesticides to ensure growth.
