Rule by force is the disease, who and how are symptoms.
As long as most of us accept that it is ok for these people to use violence on those people because reasons, all we can expect is to be ruled by the most ruthless.
When a critical mass can be reached of those that reject violence in pursuit of goals, then we get peace, and abundance.
So, I would say it depends on how you define 'sin'.
