Berlin is not a tourist city in its entirety. Obviously it is not Paris, Barcelona or Rome, cities that have a special charm for tourists, be it for their history, for the art that emanates from their streets, buildings and monuments, for their beaches or for their centuries-old traditions.

Berlin (and Germany as a whole) represents the strength and power of a solid economy in which tourism plays a secondary role.

But this does not mean that the so-called "smokeless industry" or tertiary sector of economic activities is neglected.

El Consejo Publicitario Alemán establece, en sus normas, como es costumbre en Alemania, una serie de pautas para efectuar una discriminación en la publicidad.

El objetivo es llevar esas recomendaciones -porque en realidad son tales y no tienen carácter obligatorio- a tener fuerza de norma legal.

De una parte un sector de la política alemana, como el Partido Verde, apoya la iniciativa por considerarla beneficiosa para el medio ambiente.

Los social-demócratas en cambio están divididos.

En general la idea es promover también un cambio en la mentalidad de la sociedad alemana habituada demasiado al bienestar y a la seguridad económica. No siempre los principios en que se basa la sociedad deben ser regidos por pautas comerciales.

The idea is to bring Berlin to a similar case as São Paulo in Brazil, where street advertising is banned with the famous so-called Clean City project.

In this way, the Brazilian city has become a mecca for a sector of art (e.g. graffiti) that has made it possible not only to beautify the city but also to create real open-air museums that can be observed and contemplated without being distracted by intrusive and out-of-context advertising.

In other words, advertising is everywhere in Berlin. From advertising of an institutional, necessary, useful, instructive, sometimes even invasive nature, to simple private commercial advertising.

La idea es llevar a Berlín a un caso similar al de San Pablo, en Brasil, donde la publicidad en las calles está prohibida con el famoso proyecto de la llamada Ciudad Limpia.

De esta manera la ciudad brasileña se ha transformado en la meca de un sector del arte (por ejemplo el grafiti) que ha permitido no solo embellecer la ciudad sino crear verdaderos museos al aire libre que pueden ser observados y contemplados sin ser distraídos por una publicidad intrusiva y fuera de contexto.

En otras palabras: en Berlín encontramos publicidad por todos lados. Desde la publicidad de carácter institucional, necesario, útil, instructiva, aveces hasta invasiva, hasta la simple publicidad privada comercial.
