Steem Proposal System (SPS) A tool for participation.
The Steem Proposal System (SPS), is a system proposed by @blocktrades that allows steem users to present work proposals that benefit the ecosystem and put them to the vote to be supported by the community, in a system similar to voting by the witnesses
This tool is really something very good for the platform, because it shows the decentralized nature of the platform by directly involving the community in some decisions and to approve projects that affect all users. (My personal opinion)
If you are on this platform and you are a developer, if you have a great idea that you want to apply here, you just have to bring it to the proposal system, comply with the regulatory steps and wait for your proposal to be read and supported by the largest number of users.

Right now there are 33 active proposals on the platform, but only 5 have enough support to stay on top.
I want to share with you a short summary with the most popular proposals of the moment.
Steem Keychain Development
This is a proposal submitted by @yabapmatt, the proposal so far has received the support of 355 users who decided to vote for this proposal.
This proposal is based on requesting financing for maintenance and improvements of the Steem Keychan tool,

Vessel Desktop Wallet: New Features, Security / Bug Fixes, and Maintenance
Secondly, this proposal is presented by the friend @netuoso, in this proposal support is requested to develop and improve a desktop wallet called vasel.
This proposal is backed by 95 users who supported it with their vote.

HF Proposal: Vote to Reduce Power Down Period to 4 Weeks
In third place is the Power Down time reduction proposal from 13 to 4 weeks, a proposal made by @thecryptodrive, with the aim of reducing the waiting time to do Power Down.
This proposal has been supported by 363 users who think it is a good proposal.

"The proposed change is to reduce the current 13-week power down schedule to 4 weeks. The reason for selecting 4 weeks was to still provide some lockup protection within the 30-day account recovery period."

Conclusions
There are thirty-three (33) active proposals that you can find on the site. for not making the publication longer I show you the summary of the first three.
I think this is a great tool in steem, but I am convinced that it has not been given the true value that it has or many people do not know what it is, so I wanted to give you a small sample of this important system created for participation of the users.
Apparently the system is not well known on the platform, or the proposals are not attractive to many people, since of thousands of users who use steem, the proposal that has the greatest number of support is 363.
I particularly think that this system should have more promotion among STEEM users to encourage the majority to be part of the decision-making process regarding the financing of some important projects for the ecosystem.

Keep in mind that some people proxy their witness vote to another account. If an account has many users proxying to them, it will appear as a single vote although it represents the combined participation of all users involved in the proxy.
However, the voting participation throughout Steem is definitely still pretty low and hopefully will increase over time.

I honestly ignored that, but certainly the vote is low as you say, more promotion of this tool is needed so that in the future people have more direct participation.
Keychain works pretty good, in my opinion. And Reduce Power Down Period to 4 Weeks is important, in this modern world, who wants to freeze funds for 13 weeks? Liquidity is important in case of all investments, asset classes.
