I am completely new to the NFT collecting biz, just recently discovered Splinterlands so now I am a NFT collector lol
Am I to understand that a person can make their own Punk NFTs? Is this just on Hive?

Most every blockchain has Punks, this is the first for Hive.

Will look into the refund and get it out to you.
You can use control-f5 to speed up reloading the avatar. Usually that helps, but it can be slow.
