We already have decline_voting_rights_operation on Hive. The problem is, it is only detrimental for an account to use it. Maybe if we tied it to some incentive, it would be actually used by custodial exchanges (instant power down, so the account can get basic interest on effectively liquid Hive? just an example).

This is a great point and we might offer extra yield to those that do it.
Even 1% extra yield is enough to put pressure on exchanges while allowing others to forgo the yield for voting power.
