When I lived in Boston, it was easy to get into the rail yards there. Send a guy to lead guards on a foot chase, and you could easily have hours to work on a big project.

I assumed the yards here have surveillance. and when you are spotted on the CCTV, they will call RR police
how would they sneak into a place under 24/7 surveillance
Your assumption is very likely wrong. Few places outside of the military have true 24hr surveillance. Also, as I've said, even when police show up, they can be led away.
